Dubai Progresses Toward Cardless Public Transit System

Dubai’s Roads and Transport Authority has completed 72 percent of an infrastructure overhaul designed to transition its "nol" transit fare network from a traditional card-based ticketing system to a digital, account-based payment ecosystem.

The upgraded framework is scheduled for full deployment by the end of the first quarter of 2027, according to an agency announcement. The modernization aims to integrate various regional transit networks while aligning the municipal infrastructure with the broader Dubai Cashless Strategy.

To manage the technical transition, the transit authority has structured the overhaul into three distinct operational phases. The initial phase introduces ticketing via quick-response, or QR, codes through digital applications. The second phase launches a new generation of physical nol cards that feature automated digital linking to user accounts upon acquisition. The final phase will adjust terminal infrastructure to accept contactless bank cards and mobile digital wallets directly at public transit gates.

Upon completion, the account-based platform will allow passengers to create centralized accounts, link multiple family cards, manage digital profiles, configure automated top-ups via linked bank accounts, and recover balances from lost or blocked cards.

The underlying system modifications to terminal devices and station kiosks will also extend the utility of the updated nol cards beyond public transit. The revised framework will permit users to execute retail transactions at commercial outlets across the United Arab Emirates in a manner identical to standard debit or credit cards.

The nol system originally debuted on September 9, 2009, concurrently with the opening of the Dubai Metro, and has recently expanded to cover regional soft-mobility services, including public e-scooters.
